Via Volga Turki, from Chagatai توغرى‎ (toğri, “correct; straight; earnest, sincere”), from *toğrï (“straight, direct; correct; just; sincere”).

This specific line of descent is indicated by a peculiar semantic shift and the retention of -ğ-.
