民部 (“Ministry of Popular Affairs”) +‎ 省 (“ministry”). Unlike in China, Korea and Vietnam, 部 has never been used to mean "ministry" and was merely fossilized in ministry names borrowed from Chinese, hence the apparent redundancy.
