From Proto-Turkic *topur (“soil, earth”) + *-āk (diminutive suffix).
Compare Proto-Mongolic *toxurag (“dust”). (Can this(+) etymology be sourced?)
Also related to Karakhanid تُبُرْغانْ (topurğan). This in turn goes back to Proto-Turkic *topur-.
