Literally, “faggot like a seal”.

It has been argued it was initially the homophonic "pédé comme un foc" (= faggot like a jib), a reference to sodomy.

It's thereby possible the expression originated among sailors, and turned into "phoque" through popular unfamiliarity with naval vocabulary.
