Unclear. Either a compound formation of and re or from Proto-Indo-European *u̯er 'to observe, pay attention'. Compare Ancient Greek (Att.) ὤρα (ṓra, care, attention), Latin vereor (worship, fear, dread), Latvian véru (see, show, notice), Old Norse vara (attentive make, look after; protect, assume') Old Saxon waron (observe, protect, look after, watch over, keep)[1].
