From Proto-Mongolic *sumun (arrow), compare Kalmyk сумн (sumn), Dongxiang sumu.

The sense 'district' arose during the Qing dynasty as a translation of Manchu ᠨᡳᡵᡠ (niru, a large arrow, militia company, district)[1].
