1. peace reigns under heaven; the world or the country is at peace

     Jūnzǐ lì cǐ èrzhě yǐ nánmiàn ér lì, fú shì yǐ tiānxià tàipíng yě. [Pinyin]

     The ruler who vigorously pursues these two things may well stand with his face to the south, for thus will great peace and order be secured all under heaven.
