Possibly a ideogrammic compound (會意) : 爪 (“hand”) + 凡 (“plate”) + 又 (“hand”) – to hand over.
凡 in the middle was corrupted into 舟 (OC *tjɯw), which acted as a phonetic component. Alternatively, the character may have always been a phono-semantic compound (形聲, OC *tuːs, *djuʔ) : semantic 爪 (“hand”) + phonetic 舟 (OC *tjɯw, “boat”) + semantic 又 (“hand”). The 凡 or 舟 has been simplified to 冖 since the seal script.
